John Pitale - CEO

As an Analyst, Entrepreneur, and multiple-degreed Engineer, Mr. Pitale is responsible for establishing the solid foundation which has vaulted Edmond Scientific Company to new levels of operational excellence and technological sophistication in both commercial and government markets. Leveraging his multidisciplinary experience and education, Mr. Pitale has built a company that excels in methodological and process-oriented operations.

During his career, Mr. Pitale has led software engineering, analytical, operational, and engineering systems development programs as a Government Engineer and Project Manager, and as a Director of Marketing, Program Manager, and consultant in the private sector. Through nearly a decade and a half of manning the helm at Edmond Scientific Company, Mr. Pitale has combined this broad technical and business experience to manage the balanced growth, delivery, and diversification of quality services to the Federal Government and commercial sector.


Tony Mallia - Practice Director

Tony

 

Mr. Mallia will manage the methodology for enterprise engineering, bringing to bear his experience of enterprise integration in successful engagements with large organizations in the federal and financial services sectors. The core goal of this methodology is to drive efficient and effective large systems development. 
Mr. Mallia has developed integration for over 2 dozen commercial and federal projects covering a span of 30 years. Mr. Mallia has advised and supported IT organizations in the use of a rigorous engineering process to design service-oriented integration frameworks. Throughout the course of his career, Mr. Mallia has been involved in many interoperability projects, including the design and construction of plug compatible data communication devices, satellite and wireless digital data broadcast systems, enterprise integration and electronic health information exchange. This experience crossed over into the commercial sector to encompass major integration projects for a handful of Fortune 100 companies.


Duane DeCouteau - Senior Software Architect

DuaneDDuane DeCouteau brings over 26 years ofIT experience in aerospace, telecommunications, marketing, energy, and healthcare to his position as the Edmond Scientific Company (ESC)’s Senior Software Architect and Enterprise Security Specialist. At ESC, Mr. DeCouteau provides technical leadership for the Veterans Administration’s Emerging Health Technology Advancement Center (EHTAC), co-authored, and supports development of the multi-vendor interoperability of the Oasis Cross-Enterprise Security and Privacy Authorization (XSPA) standards for healthcare.

Prior to his service at ESC, Mr. DeCouteau achieved national recognition as the architect of a Chronic Disease Management System which later became the framework for Indiana’s Medicaid Disease Management project. Mr. DeCouteau also developed DocEngine, a web-based tool hosted inside the Armed Forces Healthcare Longitudinal Technology Application (AHLTA)’s BrowserAdaptor for inclusion in AHLTA v3.4 release of the DoD Electronic Health Record. As Senior Software Engineer with VistAOutreach, Mr. DeCouteau developed a web-based package that extended VistA Office Electronic Health Record through the use of EsiObject technologies and Java for the Iowa Foundation for Medical Care and Centers for Medicaid and Medicaid Services.

In managerial positions with multi-national enterprises prior to his involvement in healthcare IT, Mr. DeCouteau pioneered global integration and deployment of new and emerging technologies in marketing and services. As Lead Technical Architect, Mr. DeCouteau led AT&T Wireless IT staff in the successful merging of disparate business and technical capabilities and practices.

As an internationally-recognized subject matter expert in Healthcare IT, Mr. DeCouteau frequently participates as a circuit speaker and presenter on healthcare issues at venues in the United States and around the world. Mr. DeCouteau studied physics and mathematics at Eastern Washington University, and continuing education through University of California San Diego, Seattle Pacific University, and Boeing Computer Services Training Center.


Chuck Sylvester, Health IT Architect

ChuckChuck Sylvester is a senior health information technology architect with extensive experience in the development of clinical data exchange solutions for public and private sector enterprises. Prior to joining the Edmond Scientific Company, Mr. Sylvester developed and managed a wide range of medical and administrative app­lications, including provider credentialing, membership management, and claims processing. He is a skilled software engineer with a proven track record in managing complex application development projects for the Department of Veterans Affairs (VA), the Department of Defense (DoD), and the Department of Health and Human Services (HHS). Among others, Mr. Sylvester developed data exchange interfaces for Health Information Exchange, claims processing, and eligibility management.

Mr. Sylvester comes to ESC from Harris Corporation, where he managed the VA VistA Imaging program, a system that provides all software development and maintenance for the VA medical imaging capability, including the VA/DoD image sharing program. Mr. Sylvester played a key role in securing and executing the Healthcare Information Exchange Framework Enhancements initiative in support of the Defense Health Information Management System program office. He served as Program Manager for other VA/DoD interagency initiatives, and conducted a comprehensive study of the VA My HealtheVet and DoD TRICARE Online beneficiary portals to identify areas of opportunity for leveraging technical infrastructure and web content.

Mr. Sylvester made key contributions to the development of specific federal health IT applications, including Bi-directional Health Information Exchange, Clinical Health Data Repository, Armed Forces Healthcare Longitudinal Technology Application, VistA Imaging, My HealtheVet and specialized registries for the VA, DoD and HHS. For these agencies, Mr. Sylvester applied best practice engineering methodologies, including traditional waterfall, iterative, and agile techniques.


Julian Jewel, Health IT Software Architect

Julian Jewel brings more than 16 years of experience in software design, Julianarchitecture,and development to Edmond Scientific Company, including five years as a software architect for the Department of Veterans Affairs. Prior to joining ESC, Mr. Jewel served as Lead Architect in defining and deploying interoperability solutions between the VA and external agencies. Mr. Jewel architected the Clinical Data Repository/Health Data Repository (CHDR) project at the VA and made a significant contribution to the architecture of Bi-Directional Healthcare Information Exchange (BHIE).

Also at the VA, Mr. Jewel collaborated with CHDR Development and Testing teams from DoD and Northrop Grumman and successfully led the planning, execution, support, and accounting of CHDR 2.X. He coordinated the release of CHDR 2.X/3.X with DoD and planned six-month release cycles for CHDR 2.1 and 3.0. He provided valuable input on the convergence of Nationwide Health Information Network (NHIN) systems, BHIE, and CHDR.  Mr. Jewel’s extensive experience in computer technology and software engineering ranges from object-oriented design and Java programming to hardware design, operating system and compiler design and construction, application programming, and user interface design. Mr. Jewel holds a master’s degree in Software Systems.

Tom Bonina - Vice President, Enterprise Solutions

TomBMr. Bonina is responsible for client satisfaction and successful implementation of key programs at Edmond Scientific Company, with a focus on Federal Government Healthcare IT Solutions, specializing in directing the winning of new business and the implementation of technology solutions.
Mr. Bonina has a proven track record in managing large projects as a Program Manager and running groups as a Practice Director, with an innate a passion for designing data warehouse and business intelligence solutions that help to drive a business towards “active intelligence.” Mr. Bonina is an expert in “rapid application development” approaches using techniques such as prototyping, interactive design, and RUP.Mr. Bonina is also the Engagement Manager for the VA External Integration Architect, which includes VA architecture oversight and specification development for the Nationwide Health Information Network (NHIN) adapter. In this role, Mr. Bonina is leading the market expansion at the Veteran Affairs, DoD Military Health Service and Health and Human Services.

Tim Lyautey, Director Operations

With 15+ years experience managing IT teams, Mr. Lyautey brings a broad array of experience to Edmond Scientific Company.  This includes IT process management using various methodologies, staff management, and technical system management.. Mr. Lyautey successfully managed  O&M and COTS application implementation for extension projects with multiple infrastructures (Intel and mainframe) at the federal, state, and commercial level.

Mr. Lyautey will continue to develop organizational capabilities for Edmond Scientific Company, meeting market demands within the arena of Information Management. This will be done by building the talent and strategy to support intelligent applications within the Data Center business line for upcoming contracts;  while also leading the collaboration with ESC market development on implementing state of the art Information Management solutions and deploying the service offerings to support these solutions.
