Picks ECC International to Establish Performance
Metrics for Healthcare Facilities

Edmond Computer Corporation International (ECC)
has secured a contract with the Veterans
Health Administration (VHA) to establish
and implement user-based performance metrics for
VHA Office of Information systems, including VistA,
HealtheVet VistA and My
HealtheVet.
ECC will work with the VHA Office
of Information development team to develop metrics
that will accurately measure performance levels
of information technology applications and their
use in various clinical settings.
ECC also will develop and execute methodologies
that can be incorporated into the application
development process. Once collected, ECC will
analyze the data, implementing all required data
reductions and aggregations to ensure that the
selected metrics and collection methodologies
accurately reflect the application performance
levels in the given clinical setting.
The Veterans Integrated Systems and Technology
Architecture (VistA) is the operational
computer application platform and technical infrastructure
that supports the VHS’s provision of healthcare
to the nation’s veterans. It includes the
hardware, software (over 100 applications), platforms
and databases for over 1,300 facilities, including
163 medical centers, 800 community-based outpatient
clinics, 135 nursing homes, 206 readjustment counseling
centers and 43 domiciliary sites. In addition,
VHA systems currently provide critical data that
support the delivery of healthcare to
5 million veterans a year.
The measurements of key business processes by
ECC will be used to document current levels as
a performance benchmark for future information
technology developments. By incorporating these
performance metrics into the development process,
ECC will enable the Office of Information to ensure
that future applications will allow users to conduct
business processes more efficiently and reliably.
New functionality is also being offered through
My HealtheVet, a web-based application that creates
an online environment combining essential health
record information enhanced by online health resources
to enable patient/clinician collaboration and
family involvement. HealtheVet VistA
and My HealtheVet comprise the
comprehensive initiative called HealtheVet. With
HealtheVet, VHA will retain all current functionality
and provide needed enhancements.
